RECOVERY AND DEVELOPMENT STRATEGY PROPOSED BY IFRESCUE ON 1/31/2010.

In the spirit of sustainable development, one of the concepts that International Farm Rescue (IFR) recommends is the development of a modern Veterinary Hospital to be placed in a location most appropriate to the agricultural community of Haiti -- not in PaP.  In keeping with the Hyogo Framework as well and the ISDR program of the United Nations, the Hospital should be Seismic resistant. Because Haiti is prone to cyclonic weather, the Hospital also needs to be wind resistant, have its own source of power and water, and its location must not be prone to damage from storm surge.  Our recommendation is that the Hospital be capable of handling the broad range of livestock types in Haiti but in addition to dealing with medical/dental issues, it also should be a teaching facility in order to upgrade the normal treatment of livestock throughout the country.  We also recommend that it support a network of small veterinary clinics in well chosen locations around the country, thus hosting a common standard of treatment.  By taking this strategy, livelihoods will be protected, as will food  security and the reduction of animal borne disease.

Dans l'esprit du développement durable, un des concepts que  l’International Farm Rescue (IFR) recommande est le développement d'un Hôpital Vétérinaire moderne à être localisé dans un emplacement approprié pour la communauté agricole d'Haïti -- pas à Port au Prince. En harmonie avec le cadre de travail de Hyogo ainsi que le programme d'ISDR des Nations unies, l'Hôpital devrait être conçu à l’épreuve des tremblements de terre et des tornades, avoir ses propres sources d’énergie et d'eau, et son emplacement ne devrait pas être enclin aux intempéries de la nature.  Notre recommandation est que l'Hôpital doit être capable de traiter un  éventail très diversifié de bétail à Haïti en plus de pouvoir traiter des problèmes médicaux et dentaires. L’Hôpital devrait aussi être une facilité d'enseignement pour actualiser le traitement normal du bétail à travers le pays. Nous recommandons aussi qu'il soutient un réseau de petites cliniques vétérinaires dans des emplacements stratégiques bien choisis à l’intérieur du pays et ainsi accueillir des pratiques courantes de traitement. En appliquant cette stratégie, les gagne-pain seront protégés, ainsi que la sécurité alimentaire et la réduction des maladies animales  infantiles.
